Castle Rock is really two service situations in one place: homes inside the town on municipal supply, and properties just outside it on private wells. Which one you're in changes the entire conversation.
New construction doesn't mean nothing to treat. A large share of Castle Rock's housing stock is recent, and homeowners in newer builds often assume modern plumbing means there's nothing to think about. Hardness is a property of the water, not the pipes. A five-year-old water heater accumulates scale the same way a twenty-five-year-old one does, you just haven't had time to see the bill yet.
The town ends abruptly, and well country starts. Castle Rock is surrounded by unincorporated Douglas County, and a lot of properties just past the town limits are on private wells.
